This is how I'd get this same basic look if I were you:
Step 1: Part hair down the middle
Step 2: Use a little volume spray at the roots at the sides and hold your hair out away from your scalp as it dries. If your hair is naturally voluminous (as I suspect Kate's is), you can skip this step. And if you need even more help, a little backcombing wouldn't be a bad idea either.
Step 3: Wind 1-inch-wide sections of your hair around a 1-inch barrel curling iron, twisting it away from your face on either side. The key here is to shop about two inches from your hairline so you get waves that start around your eyes--otherwise this can get really school-girl-y on you. Hold your hair in the iron for a count of 3, then release.
Step 4: Let your curls cool. Completely. Go do your makeup or something.
Step 5: Very gently break up the curls with your fingers, brushing them out lightly.
Step 6: Mist with light hold hairspray to help lock in the curl.
Step 7: Don't touch your head for the rest of the night.
